Road Traffic Regulation Act 1984 as amended by the
Road Traffic (Temporary Restrictions) Act 1991

Notice is hearby given that on 27 January 2011, the Southend-on-Sea Borough Council, acting as the local traffic authority, made the above-mentioned Order under Sections 14 and 127 of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991, and of all other enabling powers, the effect of which will temporarily stop up definitive public footpath No. FP121 from North Crescent to Eastwoodbury Lane, Southend-on-Sea.

The restrictions are required to enable the construction of a new road to be carried out on land crossed by the footpath in accordance with the planning permission granted under Part III of the Town & Country Planning Act 1990 namely:
SOS/09/01960/FULM
To extend the runway at London Southend Airport, divert Eastwoodbury Lane (with new cycleway and footpath), re-position play area and re-provide recreation space and associated parking to southeast, alter access, parking area and boundary to St Laurence and All Saints Church, and various ancillary works in connection with the runway extension, including the demolition of 6 dwellings

Land and Buildings Between South West Corner of Southend Airport and Eastwoodbury Lane, Eastwood, Southend-on-Sea

The closures are necessary in the interests of safety for members of the public and shall be regulated by physical barriers and/or signage.

The Order will come into effect on 29 January 2011 and shall remain in force until force for up to 6 months (until 28 July 2011) unless otherwise extended by the Secretary of State for the Environment, Food and Rural Affairs. A copy of the Order and a plan illustrating the length of footpath to be temporarily stopped up may be inspected at the Civic Centre (address below) during normal office hours.

(Stopping Up) Order 2011

The above order was made on 24 January 2011. The effect of the order will be to stop up the length of Public Footpath FP121 from its junction with Eastwoodbury Lane, Grid Reference 586 291, 188 679, southwards for a distance of approximately 180 linear metres (point A on the plan hereto annexed to the order), Grid Reference 586 262, 188 493, at an average width of approximately 2 metres throughout, as shown on the Order Map.

A copy of the order and order map may be seen free of charge at the Contact Centre on the ground floor of the Civic Centre, Victoria Avenue, Southend-on-Sea from 9.00am to 4.30pm on Monday to Friday (Inclusive). Copies of the order and map may be bought there at the price of £25.00.

Any representation about or objection to the order may be sent or delivered in writing addressed to the Chief Executive & Town Clerk, Southend-on-Sea Borough Council, Civic Centre, Victoria Avenue, Southend-on-Sea, Essex SS2 6ER to be received not later than 25 February 2011. Please state the grounds upon which it is made.

If no such representations or objections are duly made, or if any so made are withdrawn, the Southend-on-Sea Borough Council may itself confirm the order as an unopposed order. If the order is sent to the Secretary of State for the Environment, Food and Rural Affairs for confirmation any representations or objections which have not been withdrawn will be sent with the order.
